ZOS: Why isn't Shadowsilk Goblin in the polymorph menu?
I kinda like this polymorph, but you have to carry around the gem to use it. Seems like it might have been forgotten back when other costumes/polymorphs were converted to the menu system?
I may be wrong, but I seem to recall this item was never meant to be kept and they later fixed it that the item disappeared after quest completion?
I have two of them and I've done the quest on numerous characters

It is disappears, but only if you wearing it at the moment of compete quest (not quite sure here)
It stays with you forever if you are just keeping it in the inventory
But this thread is not about that.
I think it's probably because it's a disguise, while the skeleton, iirc, was strictly cosmetic (you were rewarded the costume for completing the quest). I'm guessing that the way it works is that disguises have a gameplay function, so you can't simply let a player put one on whenever they like and have it work (for instance, you have to find a Red Rook Bandit outfit, and if you're discovered need to find another one; there would be bugs if you could just equip the RRB outfit from your collections).
Don't get me wrong, I'd like to see it added too, as I have three of the stones just in case (irritating that I have to store them on different characters). But I think there might be some technical issues that make it a not-so-easy change.
It is a disguise. Not a costume. Anything that is from a quest used to blend in is considered a disquise.
Since it has a major different property, namely it is destroyed if you take damage while in the given questing area, it is not coded into the same group as costumes.
