As a hobbyist programer, I know this only too well! I also know how very easily a simple typing / syntax error can lead to a massive embuggerance that Is a veritable pain in the rear to sort out at a later date.
Come on though! This is a problem that should never have been allowed past QA and, seeing as it has been reported for some time now, should be fixed. I know there are many other issues in the game but this is stupid and does nothing to help the reputation of the game makers - a reputation that is less than shiny just now according to quite a few posts in the forums.
If it is intentional that this blueprint takes all the Ash Canvas a player has then it should state so and not leave it up to the user to figure out.
OP states that ZOS refunded materials and that is good. However, this further proves that the item is erroneous. The issue could be handled better so that the blueprint does not take all mats and this would save user frustration and negate the need for users to have to contact ZOS for refund of mats - win for the user and win for ZOS.
EDIT: Slight re-wording.

'Embuggerance'
This is fair warning that I am shamelessly stealing that term for use in real life and online.
