Devine Delusions left hanging after council

I finished the Divine Delusions quest, I think. I left Skar after disputing Chodala and fighting some exiles and went outside to speak to Seryn. The last thing she told me is she was going to look for her brother while i go to Vivec. I went to Vivec and checked in. No new quest came up. The quest is gone now and I cannot find where to go to continue. I have no idea where Seryn is. I have found that some quest markers do not show on the map even after waiting for it to refresh. Chodala needs an ass-kicking and I don't know where to find him.

First of all, check that you have the "Voices of the Failed Incarnates" achievement, as that will confirm whether or not you've completed Divine Delusions. The next quest, Divine Intervention, is given by Archcanon Tarvus inside the Palace, but if you can't find him there you could always try in his office.

It worked fine for me [PC], and I finished the quest just last Sunday. At the 6/20 hotfix (rollback), I was doing an earlier Vivec main quest.
