✭✭✭✭I don't like the OP 's proposal at all and I wish Kodi hadn't offered this suggestion on ESO Live because it's likely to gain more momentum than it deserves.
All proc sets are not equal and should not be hit with a blanket solution - that would only further cement the most egregious procs into the meta and limit build diversity.
Damage can be adjusted for individual sets. Additionally, they could get a little creative and tweak some mechanically.
The best solution for the strongest sets IMO is to charge resources to proc. Viper for example should cost stamina when it procs since it is a 100% chance. Tremorscale/Infernal Guardian and some others should be changed to 100% proc and also cost resources to proc. If people want to stack procs, fine, but there should be a cost for doing so.0
