You want them at a minimum to open up 6 new servers merely for PvP? There are 3 servers groups on each of the two continents to accommodate the three platforms in each area. Just FYI.
So that basically puts into perspective why it is not as small as you seem to think. Further, many of us are not having the issues you are, I have not had any today. That does not mean it is not on Zos' end, but there is much more involved that just there server and the bandwidth you have at your front door.

Also, how the hell does a GTX980 cost 600-700 in 2017? You don't need a card with 6GB of VRAM to run ESO. I get by at a constant 60FPS on a GTX1050.

well, gee obviously with a monster card like that I wouldn't have problems with lag. I was looking at gtx 980 prices. that's what I saw. Not everyone is rich u know.

Yea, Zos has 6, as I pointed out. Further, each of what we are referring to as a server is actually a great many servers. Even one instance of Cyrodiil sometimes requires more than one server, which is why one can be at Roe defending from a heavy attack and have some pretty good lag and another can be at BRK and have no issues.
Speed has no matter, if it's more than 10 mbitsec.
But ping and packet loss have matter here.
I would prefer 1 mbitsec connection with 10ms ping, than 100 mbitsec with 200ms ping.
