Why isn't the alliance war mount/dog a reward for PvP

For real, this game fails of providing some very good in-game rewards. It should be that when you reach a certain rank( maybe lieutenant) your reward it the alliance war dog, and if you reach say Palatine then your reward is the mount. Why is it that any good mount is crown store.
Another example is the Dro'mathra cub and mount. I believe the cub should be a reward for VMoL and the mount for VMoL HM. Those are legit incentives that you can show off to your friends and in Mournhold than some crappy skin. This game needs some good mounts as rewards for hard achievements, no just 4 basic *** horses for gold.
One other example could be the flawless conqueror. If somebody becomes a flawless conqueror then they should;d get some cool lizard mount to reptile their way through Tamriel with. Treu incentives.

That said they actually did do surprisingly well with Morrowind quest rewards. 2 sets of cool tattoos, a costume, a pet, a personality, a couple mementos and a couple furniture objects. Hopefully they keep at it instead of putting literally everything in crown crates.0
