Does Netch's Touch Set increase Lightening Staff Heavy or Light attacks?

As it says, I have nearly completed the farming of Netch's set and was wondering whether it will increase the heavy or attacks of lightening staff
If not, then for what kind of build would the Netch's set be viable to use? (preferably PVP)

Netchs touch is trash now that war maiden is here
If u broke n no morrowind then buy from.traders or if u broke in eso then netch affects ALL lightning abilities so if u fart lightning it will buff that too

You can't use warmaiden for pve. Netch touch is the new fashion for mag sorc's in PvE.Member of the glorious Zerg Squad

✭War Maiden is classed as Magic Damage specifically (i.e. not lightning, fire, frost) so it is good for magNB, magTemp, magWarden but not so good for magSorc and magDK
and by the way...what makes you think you can't use War Maiden in PVE

✭Netch increase light and heavy lightning damage, I can confirm.
And as some people said, war maiden is nearly useless as a sorc.0 -

From the game's viewpoint "everything" is an ability. Actives, ultimates, passives, buffs, CPs, Light/Heavy Attacks, Mundus, etc...Reorx Holybeard -- NA/PC

5 pc Netch's touch
LA Damage:
non-crit: 2589
crit: 4246
Swapped Netch's belt for Julianos Belt (Same enchant, trait, both light armor).
Gear Setup:
MA Lightning Staff
2 pc Illambris
3 pc moondancer
4 pc Netch's Touch
1 pc Julianos
LA Damage:
non-crit: 2297
crit: 3767
Conclusion:
The 5th piece bonus from Netch's Touch provides a 12.7% increase in light attack damage.2
