Should Ultimate Regenerate Outside of Combat?

While it's fine as it currently is, it just seems odd for an entire skill type to require you to damage enemies consistently over a period of time to actually be used, but not have some kind of refresh outside of combat.. Noticed mostly in Hel Ra Citadel with the warhorn enemy being used as an ult-post for large add section.

In theory, you're supposed to build up and use your ultimate.

Also, there's a few that would be downright hilarious if they regened outside of combat. I'm thinking of the Werewolf transforms, but there are others.

I was going to say that I would be fine with it as long as it was disabled in pvp, however I think it's best overall if it stays as it is. I don't think we need people being able to ulti bomb every single PVE fight simply by waiting beforehand.
Beware the battle cattle, but don't *fear* the battle cattle!

I think you shouldn't get ultimate for even killing players. It makes eye of the storm when you kill players feel like it has instant up-time for repeated casts. You should have to work for your ultimate.

Why? Because you saw it in other games before? 10/10 reasoning.

Thinking about how that would affect my pvp experience probably would change little besides not having to chug a junk potion for the 20 ultimate before combat to make sure incap strike was ready.

Coming back the other way I gotta assume every player has an ultimate in their back pocket at the start of combat. that makes this one laugh thinking about how particular my dueling guild was with a rule stating ultimate would be zero at the beginning of a fight. Imagine having a pre duel duel where you dump your ultimate end the fight and quickly have to start another before the out of combat regeneration kicks in.

    Pass on this idea.

No. Because that's how it functions in ESO. This one isn't a particularly hard design decision to unpack. If the intention was that you'd open an encounter with your ultimate, they'd be on a timer, not resource driven.

Two ways to Regan ultimate outside of combat:

    1) mudballs

    2) nightblade + potions

Prefer the current design over the old design. Ult generation is fine as it is now. Top raid teams do not use the NPC near the WH in vHRC to generate ultimate demonstrating it is not needed.

I'd kinda like to see something similar to wow, where long CD spells get reset after a boss downing/wipe.

How I imagine it working here is that whenever someone defeats/wipes a dungeun/trial boss you will gain as much ultimate needed for your most expensive equiped ult.

I don't think this is needed, it would just be a small QoL change.
