That kind of "what does this mean inside the fiction of the game" reasoning shouldn't be used alone to justify what is fundamentally a gameplay decision, and fun, balanced game should be the primary concern, but an effort should be made to ensure the gameplay doesn't conflict with the narrative, if it's possible to do so.
Anyway I didn't cast a vote because I don't have enough personal gameplay experience to have a relevant opinion
