Unplayable PvP - high ping, animation lag, input lag, slutter, low fps

I have average PC ,but people with half that spec play smooth. In general its Sabertooth-990FX, OC'd FX8150-4200MHz, 16GB 1866MHz ram, ASUS Strix RX-480 8GB and SSD's Samsung 850PRO (1xsystem, 1xgames). Also Windows 10 x64 PRO and high performance mode. I have optic wire connection to internet 250down/20up Mbit. (For example i play Battlefield on European servers with max 10ms latency). In game everything on minimum and CPU utilization 1st core 80% max, 7-8th core 60% max and GFX running on 50% average, with random spikes and random no-utilization. I tried all of that Usersettings.cfg stuff, like minimizing GPUsmoothingframes, setting JobThreads/WorkerThreads, setting MinFrameTime etc. etc. etc.

And thing is, i have in Cyrodiil min 150ms latency, crazy lags and terrible fps.
There is more then 5 people (only standing, doing nothing) in open space near me and my fps drops to 25-30.
And if there is battle with more than 10 people, i have 5-10fps, latency ~300ms and all kinds of lag you can imagine, like buttons reacts on 5th push and action is taken few seconds after that. I run 20m forward, then i am teleported 20m backwards, all people are on different positions, sometimes i find my self dead after few seconds of lag, only with combat text damage spam.
And everywhere in Cyrodiil, even if i am alone, if i'm going to mount, animation starts 2seconds after i push button and i cant even look on my mouse or keypad, because if i do, it will not mount me.

If i just stand away of big battle and watching that mess, i see many people, who just do all the stuff, even 1vs10 with absolute ease, they look like they have 5ms latency and 100fps with no lag and slutter, because they hit every ability with excellent timing. How is that possible? I am alone somewhere and 90% people who kill me, its not because of their equip or skill but they simply lag me to death.

I play many kinds of online multiplayer games, but this one is hell. No way to play serious PvP in this lags. I never saw any game acting like this, not using hardware along with terrible performance. In any other game, if i max settings, utilization goes up and if i go to extreme i can roast meat on my pc case, but ESO just doesn't care, it goes its own way. In ESO i cant even reach more than 50°C on CPU or GFX, that is saddest thing i ever seen and in any other game my VCORE goes around 60°C, but in ESO around 40°C. I just don't get it.

Sorry, i don't want to be mean, but for me it looks like you have some prehistorical way of game optimization and one server on dial-up.

Its playable only out of Cyrodiil and out of crowded towns. But i don't care much about other things but Cyrodiil. If i am PvE guy, i don't say a word. But PvP is performance hell.

    Not sure what is happening here. With those specs, you should be doing wonderfully. I would be suspicious of enemies standing around you... Or if you are playing in NA server while living in EU or otherway around...

    No need to post you specs, it doesn't matter. Even the fastest machines got huge lag in pvp, as was reported many times.
    I get massive lag too, and that's main reason I visit Cyrodiil only for the shards, delves, dolmens and golden trader, not for the pvp.

    I hope its EU, i chose that every time i delete usersettings (always is there SET LastPlatform "Live-EU" / SET LastRealm "EU Megaserver"). For eso64.exe i see 2 IP's 159.100.232.114:24504 and 159.100.232.134:24112 and on both i have 15ms ping in cmd. But everytime i relog, IPs change, but always 159.100.232.xxx:yyyyy.

    Yep OP I totally understand your experience.

    Whenever something is going on nearby caused by other players joining the scene the first time the performance and stutter increases dramatically and I experience horrible lag. I believe it is some live loading of abilities animations or other effects. Outside of that combat is very fluently. When I park my toon at the Elden Root wayshrine for 10min I get so much lag for the rest of the time I had to exit and load the game again. There is clearly a memory management/leak problem here.

    I disabled almost all addons and processes running in the background, only with minor improvements.

    In 95% of all PvP battles I die due to lag and unresponsive abilities. Doing that seriously is out of question for me. On the other hand I see many people having apparently no issues at all even in large battles.

    I hope that the previous 'PvP test event' started by ZOS to adress these problems will have some outcome in the near future.
