Ok so I think all pvp players can agree that free damage proc sets (Viper, Velidreth, Skoria, etc.) do far to much damage in pvp. I realize that pve players agree that cutting proc set damage would make veteran endgame content much harder if not impossible. I think I have an idea that might help with balancing both pve and pvp.
What I propose is a large nerf to free damage proc sets damage (50% appox.). BUT at the same time, A buff to spell/weapon damage proc/buff sets (Scathing Mage, Burning Spellweave, Automaton, etc.). I believe that by balancing a decent buff to overall damage while at the same time cutting proc set damage significantly we would see less players in pvp wearing all procs sets that can potentially one shot people and more balanced builds using minimal proc set usage. In addition, we would see comparable numbers to what we are seeing now in pve.
This is just a theory. I do not know if it would work in practice but I wanted to share and get feedback from some other people to figure out if I'm crazy. haha
