Non-Proc Set Campaign for PvP

PvP has been a disaster for a few patches now thanks to proc sets. I think a good idea would be to keep proc sets in CP campaigns but remove them from non-cp campaigns. "remove" as in not being able to equip certain sets.
That way PvP will be far more skill based and you'd have to actually manage your resources instead of going to stealth every time your proc didn't successfully one shot the enemy.
Tank builds will also do significantly less damage as they should.
What do you think? Is this a bad or good idea?
Simply stating my opinion for a solution that doesn't completely get rid of proc sets and gives people who dislike proc sets a way to experience PvP without them.

I like the idea. Gives all the people complaining about them an option without touching with PVE.

I have every proc set in the game and I have to use them because everybody is using them. When I get a kill by just pressing 1 button I don't feel like I showed who the superior player is I just showed who had the superior gear. This would be accepted in a standard sandbox mmo but ESO was designed to have skillful PvP combat but proc sets are destroying that experience.
And blaming proc sets isn't getting old... Almost every streamer and player is complaining that PvP has been broken for a while now.0 -
