Minor Magickasteal - Is the Resource return on a player cooldown, or afflicted enemy cooldown?

As in, if there were two enemies that had minor magickasteal on them, and I hit them both, would I gain twice the amount of magicka? Or is the cooldown player-based?

✭Minor Magicka Steal...no matter how many enemies you hit you only get 300 Magicka return per second. You cannot stack Minor Magicka steal....so if you used Elemental Drain and Siphon (the one that returns Health and Magicka) you still only get 300 Magicka return.5
