skill delay since mondays patch/ dont move from this area plz

I'm hoping someone or my fellow pvp'ers can help me figure this issue out. last weekend I had no issues with skill delay or ani canceling skills. now going into Mondays patch I log into pvp, and right before I encounter a fight I notice that I cant animation cancel any of my buffs. cant vigor cancel into roll dodge, cant bar swap to buff cancel. so I'm thinking might be an addon. I disabled them. same issue as when I had them enabled.

so I asked a few friends, one suggested GPU updated, that's updated. I uninstalled and reinstalled. same issues. Bios is updated, same issues. no windows updates at this time. so pretty much everything is updated and still having the issues.

now what actually has me puzzled is this.... so I'm in the sewers I do a bow LA, into PI, into ambush, into fear. well ambush doesn't go off and neither does fear. instead I get pulled to the NPC. kinda like a DK chains, but this is on the DC zombies, and fear hasn't gone off yet, which is preventing me from using other skills and only allowing me to use LA/HA. fear goes off and now I'm able to use all my skills

so if anyone has any info on how I would be able to fix this id greatly appreciate it, cuz right now its extremely difficult to pvp or even pve.

oh and this is on all my toons, not just my nightblade.

Forgot to mention. On pc. My set up are : 2h/bow that's were most of the issues happen.

When I run dw/2h I don't see anything compared to the 2h/bow.

Right now. I completely formatted my pc and reinstalling everything. From the game to updates to addons.

I've been experiencing this as well. Its hard to explain unless you have experienced it yourself, but pretty much imagine casting rally/merciless resolve/deep fissure only for the animation itself to take 3 seconds to go off. It is extremely frustrating in the heat of battle for this to happen.

I have had this happen a few times myself. It happened on a Vigor, and on a purify. The purify one was really frustrating lol.

Yeah, I definitely notice that sometimes the animations are done very slowly.. Either it's only happening while snared, like the snare is slowing your casting animations too, or whatever it is also slows my movement speed too...

Really annoying when trying to cast shields b when under pressure.

YES, I was thinking it was lag or something but I noticed all my skills seem to be super delayed.
Especially noticed this when trying to use surprise attack and fear!

Go in for a heavy attack with dw then incap. I end up just heavy attacking and sitting there thinking my combo went off.....

Ever since the early access for Morrowind Telel has seen odd issues with anything that has a timer or cooldown.

Specifically their werewolf ult has reverted to being extremely finicky when activating often wasting the ultimate for no effect. It also sometimes randomly ends mere seconds after succesfully activating. And turning back after a mere five seconds is not something one wishes to happen during a brawl. -.-

Food also seems to wear off randomly at times.

Oh, and this one has had skills just refusing to fire as well. Usually while trying to fight a bunny hopping trollplar or someone who spends more time running around rocks than dieing. This one assumes something was done to the hit box and or Z-axis restrictions.

Or we can all just assume that the game is over run with super cyberpunk style hackers who have nothing better to do than jump up and down in front of a khajiit.

Yeah I've noticed everything feels more sluggish. Been missing abilities in my rotation (and yes I do use more than one ability). I just presumed it was my bad ping though... this is basically what it feels like to play on aussie ping haha.

Ok so I'm not the only one who noticed the z axis was off as well and going in for a heavy attack / incap and just the heavy attack goes off but at a sluggish rate. See the only thing I started noticing all this after Monday's patch on 6-12-17.

Even tho on 6-11-17 there was delay that was from major lag from all factions stacking.

Now after I went and did a clean wipe. Fresh windows, fresh add-ons, fresh eso, the whole 9 yards. Game play was smooth for about 6 hrs. Than the exact same issue happened again. So I logged to a different rig and same thing on that rig. So I know it's not my rig. [Knock on wood]

So I come to think it was the patch on 6-12-17 that messed up a lot of players. Ranging from skill delay to FPS spikes to insane lag spikes as well.

Same issue here. Swapping to resto on healer, springs - purge - swapping back to 1h/s - nothing happens for 3 seconds - spamming keys - I SWAPPED BACK - get pressure - Block - OMG still on resto, no stamina - swap - finally on 1h/s - mist form - doesn't go off - MIST FORM - Finally in mist form but health dropped low, so block - heal - lag - dead.

I've been dealing with this PLUS been suffering through some really awkward lag this patch. I don't seem to be lagging anywhere else. Even PvE I'm constantly sitting at 200+ ping and I don't live far from the servers and have excellent internet. So I'm not sure where it's all coming from /:

Another new issue is dropping Major Expedition randomly, both from potions and skills.

I think the dropping of MAJOR Expedition has been going on for a while... I just haven't been able to clearly reproduce the circumstances.

Having the same issue, but it's since Morrowind launch for me. Light attack weaving sometimes not going off, certain abilities erquiring multiple presses, potions not working during/after dodge roll etc. It's very annoying

it is most certainly server wide lag, culminating in more server crashes last night than could be counted. Anyone also noticed an increase in within area loading?

Canceling sub until tangible improvements are made.
