Depends on your gear, class of character, and build,
if you are a damage dealer and you can sustain 25 000 damage + on bosses, then vet is ok
if not, your group should include someone that can compensate for you. One of the best DD I know reach 50k on a boss.
The addon Combat Metric allows you to check your dd, and you could train on a training mannequin to verify that your "sequence" of skills is optimum and that your output is sufficient.
Also, needless to say that you need good potions and food for vet dungeons.
I would recommend usually 400+ for vet trials, especially since Morrowind, the resource management has become harder.

You shouldn't have any issues breaking 25k self-buffed on a target dummy as a magdk. Check your rotation and make sure you're keeping your dots up properly. I'd say you have enough CP and if you can keep the damage up in a trial, go for it.

I'm a magdk dark elf. Gold divines bsw, grothdaar, moondancer, master's staves. I generally hit about 22000 self buffed but even higher when people are running aether and whatnot like you would in a trial anyway. We've got a guild who run trials regularly and are thinking vet hel ra soon.
