Completionists presumably, but only after they've completed everything else.
In any event, to be in any way meaningful it would have to be restricted to a level 50 character with 160 cps.
However, I haven't the slightest interest in titles and certainly wouldn't want them to be account-wide.0 -

- EU players are humans too! We want our maintenances in the least pop time (at deep night) and not lasted for several hours!
- Animation canceR - is true PvP cancer! When you can't see which actions your opponent do - you can't react properly on them!
