✭✭✭✭Make proc sets crit again and rebalance overperforming proc sets. There is no magic trick that'll balance all proc sets are once, you can't tell me with a straight face that they are overperforming while looking at Ashen Grip, Bogdan or Ice furnace.
Ashen Grip is so bad that cutting it in half wouldn't make a difference anyway. It would still perform about the same.0 -

Make it so proc sets cannot carry the Impenetrable trait. This makes them less appealing for PvP (since it makes you easier to kill) without affecting PvE content (since basically no one stacks Impen for PvE).
Yeah, folks will still occasionally get proc-nuked, but much less often since fewer people will run multiple proc sets.
