You didn't list it but I will assume housing item increases, housing gardening/farming system, more new cool housing items would also be under this category, so I picked it... Oh.. and oh gods yes to an auction house, transmog, UI customization and a token system.

I think a lot of it has to do with MMOs are always unbalanced. In 20 years I've yet to play one that I felt was 100% balanced.They always tweak, nerf, and buff but in the end it's not a whole hell of a lot closer than it really was. There comes a point where you have to accept some things and just look forward to other features that bring you joy in game.
From my experience most of the people who worry about balance are the PVPers and rightfully so. PVEer generally are there to play the game and are just happy to complete the chaleneges as a group. Now ESO is a bit of a different animal in that it's the first MMO I've played where everyone is nuts about eeking out every ounce of dps even to the point most pve'ers run almost identical builds and races because it's the "meta". So perhaps my old views of who is truly concerned with balance is indeed shifting before my eyes.1 -

Fix all major bugs and server performance.
Start on balance (absolute balance is unachievable, yet we can get close it).
Continue adding new content.
General idea is: don't release new content if the current isn't finished.

Which is why I did vote for one. But my over all feeling is with as slow as they are and as far behind as they are, they could do almost any one of these and it won't matter. Because they are just further behind again. So until they start knocking a couple out at a time, not just one. I don't really think it will ever feel that much better.0
