Xbox is the only one where your payment is automatic-- however, I have seen ESO plus game cards floating around out in the wild at retailers in the US.

To add to this:
If you are on PS4, be cautious how you add and remove billing information. While that directly isn't related to getting ESO plus, since you can just cancel the service, I had a experience where I locked out my Bank CC and had to call a Sony CS rep. to get that mess sorted out. It took them about two months, but my bank CC is usable on my PS4 now. Whereas before when it was blocked, I could only use PSN cards to add funds to my account.

This. It is sort of pain. A single month option would be better, but as they said. Just sub, then cancel it. Once you have been charged you have 30 days of eso plus. Canceling it will not stop all the bonuses you get for those 30 days.1
