Fighter's Guild while doing Caldwell's Silver

I am currently doing the silver questline. I noticed the Mage's guild has me 'rejoining'..I guess cause they've forgotten me 
But, the fighter's guild isn't. The notes don't highlight and the steward isn't in the FG. No biggie except for the quest OCD, but doesn't anyone know if it's doable?
