Regarding Annulment/Dampen Magic

As per the tooltip the Annulment's (Light Armor Passive shield) morph Dampen Magicka should increase the shield's strength based on the number of light armor.
Is this really happening ?
Because my shield's absorb (in the tooltip) remains the same with both "Annulment" and with "Dampen Magicka" even though I am wearing full light armor.

smacx250✭✭✭✭✭I think that the tooltip, like that in a number of other skills, specifies the base value, and that it is increased by X%. It doesn't show the overall increased value in the tooltip, but it does correctly apply that increased value to the skill.0
