Can't complete ache for cake quest

I picked up the Ache for cake quest during the event, but couldn't complete it due to time restraints. When I wanted to finish it after the even, I couldn't (and still can't find) the npc - Chef Doloran. I would still like to complete the quest and I would like to know if it is possible for me to complete it, if not, will it be possible for me to complete it next year, or if it won't be possible for me te complete it at all?

    It is no longer possible to complete. Chef Doloran is not in the game any more, as the event quests were only available during the event.
    7-day PVP campaign regular 2016-2019, Flawless Conqueror. MagDK/stamplar/stamwarden/mageblade. Requiem, Legend, Knights of Daggerfall. Currently retired from the wars; waiting on performance improvements.

    Sorry, but you will have to ache for cake until next year.. :(
