% reduce cost of abilities vs numeric ones

I was wondering whether stacking % reduce cost (light armour/mages guild passives) with numeric ones such as jewellry enchants undermine each other as if the ability costs less from you will get less bang for your buck from percentage reduce costs - should you only run one or the other instead of both.

Numeric Values subtract from the base values first,, then % reduction applies.

If it was otherwise you could create a perma-block tank using all Sturdy gear (4.0% * 8 = 24% Block Cost Reduction) Fortress Rank II (36%) Defensive Posture (8%) plus CP Shadow Ward (25%) (Total of 93% reduction here) and a Further 609 stamina reduction from Top tier Glyphs of Shielding. Which I've tried, and it doesn't work, just really reduces the cost.
