Charged Lightning staffs are meta for trials healers and arguably BIS for some solo builds.

Masels elemental fury off balance build. Got buffed this patch. You use spinners/illambris and IA, charged staff on front bar, nirn maelstrom back bar. I have also run undaunted infiltrator (2 jewelry, 2 weapons on back bar, 1 armor piece) 2 illambris and 5 spinner with a charged staff. I only pull 23k dps but I suck and have only 400 cp.
Off balance procs all the time. Makes flame lash free to cast and if you use UI and spinner it makes your heavy attacks hit really hard.
