Bounty mechanics Bugged!

Long story short. I was mad levelling in Hadran's Caravan until I got 195k gold bounty and from now on even without any action that could bring more bounty the bounty raises from time to time instead of being constantly decreased in time.
Like I participated in few normal dungeons with friends and was doing nothing else in between, and my bounty increased from 197k to 204k without any notice when I finished 3-rd dungeon.
No idee what happens here but that isn't normal and I don't like it.

Did you gain levels on this char when it went up? Internally, you basically have a score for how high your bounty is and that score is then converted to a gold amount. The amount of gold that each point in this score equates to goes up with each level and every 10 CP til 160.

Yes indeed I gained few levels in these dungeons. So it isn't a bug, is it developer's intentional feature or maybe they did not foreseen this in their calculations of bounty vs gaining new levels?
I thought the bounty should decrease in time and was counting on this while slaughternig neutral mobs, now I think I have to delete this char because playing with this mechanics seems unfair, and I'm not interested in gaining bounty just by levelling char not by breaking the law :| .
