Pure suggestion thread, no more, no less. Just ideas.
Turn the Heavy Attack into a channel like the Lightning Staff. Fires a continuous flow of frost at the target, damaging them over time and applying the chilled status effect. The final hit either just does extra damage, or also reduces movement speed by a percentage.
As always, I like the ideas you bring to the table. So right off the jump you get an awesome. But this idea in particular is right on the money. I think if a change like what you described was implemented, ice staves on MagDens wouldn't be so frowned upon by the community overall. And that we'd see potentially ice-based builds emerging. Which definitely would be a change of pace and good thing. Variety is always great.
Eh I would prefer if Heavy Attack from an Ice Staff would cause an outward explosion 360 degrees from you. Make it unique instead of a copy of Lightning/Restoration Staff.

After posting I thought that the initial idea in my post still wouldn't seem "enough" to make it attractive over just using a Shock Staff. I didn't want it to be an exact cookie cutter of the Shock Staff so instead of something like the final hit does AoE damage, it reduces target movement speed which keeps it in line with Frost debuffs. But then that would mean it still only works on single target, and PvE is all about AoE damage cause of the mobs groups in Dungeons. So the idea of giving it something like an AoE "explosion" of Frost damage on the final tick came back to mind.
