Informations are pretty spare and the search function of the official forums and reddit are probaly made by the dungeon finder people, so i can only provide you tube links.
I would appreciate if someone can find more links with informations.
So back to the topic. The pvp zone „cyrodiil“ is a lie basicly. It only covers the eastern area called nibenay while the gold coast only makes up a part of the western region colovia.
2 years ago people found skingrad by leaving the map thought glitches while other by now released areas like the gold coast or orsinium got found by datamining, while zones like murkmire or spiral skein got pushed back to the spellcrafting/weapon dye limbo.
Hype died down until one tamirel/homestead/morrowind fully revived it and people forget about skingrad in the meantime.
Beginning of this year zos released their future marketting strategy (http://www.elderscrollsonline.com/en-us/news/post/2017/02/01/welcome-to-2017) which also answers what happens to the nord and clockwork city dlcs by the way. Every year they will release a big chapter similiar to morrowind and i believe 2018 will have skingrad/colovia as chapter.
Right now eso and apperantly bethesda too are riding a nostalgia wave. The gold coast was the last dlc and we now got morrowind. A skyrim related pack comes in q3 and the legendary clockwork city at the end of the year. Skingrad too please the oblivion fans would fit right there.
