PvP procs would be half damage.
PvE procs would be full damage.
Problem solved for both groups of players.
That being said. Seeing the proc sets in the golden vendor last week. Was a clear as enoth indication from ZOS. They are happy with the state of proc sets. And are highly encouraging all players to use them. ZOS pretty much effectively have completely threw PvP balance to the wolves. So that some people can feel cool as their gear kills people.
So all arguments against procs are failed from the start. Before they even begin. This is ZOSes vision of PvP thus everyone should expect ZOS to not nerf any of the proc sets.Any time in the near future. Hell ZOS might actually start releasing some even more brokenly overpowered proc sets.
You either have fun killing or getting killed by gear, or you play another game till ZOS reevaluate the proc sets. Or you can just actually play a actual PvP game. One that completely revolve around skill based combat. There are quite a few on the market, and are much much more engaging then any of the current MMO's PvP systems.
