Quest "An Armiger's Duty" ending NPC missing

The quest proceeds normally to the end where you do a turn in to Captain Naros
letting him know that the true threat has been dealt with.
You are then tasked to let Ibaal that the plan worked and the ^ is seen near the Captain and his men outside the delve.
but there is no Ibaal underneath the ^ for you to interact with.

I have logged and restarted and even waited for this weeks patch but he is still missing and quest remains uncompleted in the journal

has anyone else seen this one?

I had the same problem on Windows, just abandon quest and redo it. Fixed it for me.

I have the same problem on PS4. Hope it's somewhere in the 17 GB patch that just dropped!

Try dropping the quest and restarting, that seemed to fix it for my friend who had this problem.

Good news! A fix for this is in the patch 3.1.5 notes that comes with the Horns of the Reach release that just came out for PC and will be out for console later this month.

From patch notes:
An Armiger’s Duty: Ibaal will now spawn properly if you logged out on the last step of the quest.
