"Prisoner' DC NPC in pvp at Alessia Front Door?

I just witnessed a NPC Dressed as a DC all tied up. I am unsure what it is and no one else seems to know where he came from.

any ideas?

Could this be a bug?

The name of the NPC appeared as "Prisoner" with 39,959 health.

yep, seen him multiple times too. I think he might be the prisoner that used to sometimes appear tied to a post on the lumber side, don't know for sure but that's the only prisoner I've seen around alessia before.
