Ritual of retribution is giving major mending and while standing in it the timer flickers between 4 and 3 seconds. Is this supposed to be happening?

Dread_Guy✭✭✭✭✭it's supposed to flicker since it is reapplying the 4 second buff as long as you stay in the area. the same happens with Rune Focus.
