Skyshard not harvestable in start area of Morrowind

I started a new character, Wynde Warden, and went through the old normal Soul Shriven quest line first.
I leveled up to lvl 50 then went to Vvardenfell.
The skyshard in the fenced in area behind the offical office looked as though I had already been there.
I dont think I had been.

Some of my friends had the same issues with various skyshards in different locations before Morrowind came out.Tarkus Aquila - Imperial Templar
Klaaz - Khajit Nightblade
Fractiz - Altmer Sorcerer
