Judging by guilds having to explicitly state, no religion/politics in guild chat, be civil, don't be a ***, etc...
There are a lot of people out there who don't have a filter when they're anonymous. Sure, you could temporarily ignore them, but like I say, when you see garbage piling up, it's time to take out the trash.
There shouldn't be a limit on chat ignores because it's a part of the game that the ESRB doesn't rate. So it should be up to the individual to decide how much or how little of it he or she wants to deal with. Some people like *** jokes. Some people like *** jokes. But a lot of people don't and if they want a zero tolerance on it that should be up to the individual.
Not for ZOS to force people to curate a list of the 'worst' offenders.

I agree with OP. We should be able to block as many people as we want. I am absolutely not naming and shaming, but some people are just foul. I am not easily offended, but why should reasonable adults who know how to conduct themselves in public be restricted from using the chat feature because some immature child-like people can't control themselves?

I agree with this. No limit is actually the best way to go with it. Too many of these random's that I have to ignore don't have any manners. It all starts with their up bringing. You can tell that the parents of these people didn't teach them any manners or how to keep there mouths shut and show respect to others. Too many of these people have no shame. The ignore feature needs to be greatly enhanced so that I can mute or ignore who ever for what ever reason that I want. Too many people like to share personal subjects in zone that I don't care to listen too. Then when someone says something about it, they get offended.I just mute them. They don't contribute positively to my gaming experience and I wouldn't socialize with those people in real life anyway. Too many people also accuse others of nefarious acts in game. They get muted instantly when they whisper me. I don't care to deal with these clowns and I don't have time for them. I should be able to just mute them instantly to keep me from responding to them in a way that there parents obviously need too. Its obvious that these kids parents think that Zos is providing a baby sitter service for them. That's partially whats wrong with these kids today. The parents let the video game raise them.
No Limit Mute is the best way to go!
