Maelstrom Bow charge drain still broken

The Maelstrom bow still drains it's charge before you can even finish a trail boss. I expected that you guys would fix this in Morrowind, but alas, it is still very much broken. I can't stop in the middle of a fight to charge it. Would you please fix this right away? Thanks
