Hatching a Plan - Revus wont appear

I'm on the "Hatching a Plan" quest in vvardenfell, I went into the kwama egg mine after unsuccessfully trying to remove the royal egg from the dung, but Revus wont appear. Anyone else had this happen? How do I fix it?
