Uptime on Twice-Fanged Serpent?

I am trying to compare using Spriggans versus TFS as many have done before me for my stam characters.

See here: When you deal damage, your Physical Penetration is increased by 1000 for 3 seconds, stacking up to 5 times.
Spriggans: http://elderscrollsonline.wiki.fextralife.com/Spriggan's+Thorns+Set

Spriggans has 3721 penetration and extra stamina while TFS has up to 5000 penetration and extra weapon critical.

Weapon critical is generally considered better than extra stamina so lets set that part aside.

What is the uptime on the 5k penetration for TFS?
Is it 100% because it stays active or does it constantly build up to 5k and dissipate after 3 seconds?

I wish to know to compare the penetration of both sets in PvE to find the best one for different situations.

    I actually did some testing when I was playing as my warden.

    from speculation, in lieu to the wrath passive, each time you get hit, your weapon & spell damage increases by 10 for 5 seconds, stacking up to twenty times.

    Effectively speaking, each stack does not have its own timer as every time I got hit, my weapon/spell damage would increase but not decrease as an individual stack, thus, getting hit the first time adds the wrath buff, then getting hit again would increase the potency of the wrath buff, increasing the weapon/spell damage by 10 & refreshing the wrath duration back to 5 seconds everytime you got hit up to the maximum of 20 stacks of wrath, thus netting you the maximum of 200 weapon/spell damage as long as you kept on taking damage. but if the timer expires, you lose the entire stack.

    easy way to determine it is to turn on all possible settings involving Buff & Debuff displays.

    my analysis is that as long as you keep dealing damage, the TFS will effectively stay at 5000 penetration until the exact moment that you stop dealing damage for 3 seconds.

    Flurry would be a good skill to use to instantly get the 5th stack every time.

    Based on the Tooltips I'd go Spriggans if you're ganking PvP or doing add phases of vMA. I'd go TFS if you're doing any kind of sustained DPS that uses light attack weaving. Each proc is a stack, and each stack has its own timer.

    (Though for the life of me I'm not sure if TFS is currently working as intended, I remember there being an issue where it had a hidden ICD of 1 second on the penetration bonuses, correct me if I'm wrong)
