Immersion. And we aren't asking for adoptable children, just children existing in the world. They reproduce by fission. The "children" are fully grown from the start.

Yeah the furries that kept trying to Visit the kids at the Children's hospital my daughter works at gave a similar rational, lets just say that after doing quick bg checks cops were called.
Why no children in the game? Feels unreal only adults and chickens everywhere...

It's a legal issue. Some countries have strict restrictions when it comes to violence against children in video games.
Having children in a video game where one can pretty much kill any NPC would mean a limited market for ZOS to sell the game and thus potentially huge revenue losses.
This has nothing to do with lore and everything to do with $$$ ...

As far as I know there is only one child in the game, who is dead and is in the form of a ghost. It's one of the AD quests I believe in Grahtwood, and the quests does play a bit on sympathies as you want to help free the kid from being trapped by his deranged father.

Oooorrrrrrrr gather them all into an orphanage before barring the doors and windows closed; setting the entire place on fire because they offend you... just a suggestion.
