Can't create more characters?

So before morrowind, you could just scroll down to the "create new character" option to create a new character right. Well now I don't see that option and I don't see the option anywhere on the screen. I've tried pressing numerous buttons but no success. I have 7/8 character slots filled. I'm on Xbox one btw.
