Selene is behaving like Viper lately - no animation, apparently instant damage proc. It used to be fairly obvious and the counterplay was to just move out if you weren't CC'd. Now 9/10 times I don't even see any animation when a proctard hits me with it.
Was this changed in Morrowind or is it being exploited somehow?

Definitely working like it used to... Mine rarely hits.
Might be your graphics settings not showing all animations for better performance, check your settings.

But You must admit he choosed perfect moment when Your buffs went out
You shouldnt loose hurricane and shuffle even for 1 sec if You're fighting stam nb otherwise it ends like in the vid.

Problem with Selene is that its is too reliable. 15% means that can proc at least once in a fight. Next to that is the use in combo with cc so you eat the bear no matter what you do. And 6K free dmg in PvP (especially in no CP campaigns) hurt a lot...
Throw master of ani cancel in the equation and then you have a proc set on demand...

And that is a really big if. And quite frankly is still horrible design. I as a player must hold block and wait for my opponent to choose when to engage?? Meaning every advantage goes to the proc player - engagement decision, optimal positioning, max resources.
And block casting is pretty redonkulious unto itself, yet alone not a good counter
