How? The plan worked exactly as intended. The people stopped loving him (i.e. forswore the Tribunal and reverted to worshiping Boethiah, Mephala, and Azura), so the meteor destroyed the city.

It's not just an answer of incredible arrogance. It's also an answer of conflicting timelines. Most sources prior to ESO stated that the city was there first, meaning he literally did stop it from destroying the city. Most sources in ESO state that the rock was there first, meaning as you say, he's too arrogant. However we've just had confirmation from Schick that the Palace and the Temple were already there, and the rest was built after. So it ends up being a bit of both.The real question is: why would he actually encourage his followers to build their capital city directly under it?
And the answer is incredible arrogance.

Well he isn't just holding it there. He stopped its decent, but as soon as he lets it go it will resume falling with the exact same speed and force that it originally had. Dropping it in the ocean might be as bad (or worse) than letting it hit land. Tamriel would be having massive tsunamis all over the place.
