Well he isn't just holding it there. He stopped its decent, but as soon as he lets it go it will resume falling with the exact same speed and force that it originally had. Dropping it in the ocean might be as bad (or worse) than letting it hit land. Tamriel would be having massive tsunamis all over the place.8 -

The meteor didn't destroy the rest of the island. It caused Red Mountain to erupt, and that destroyed the rest of the island.
But also that distinction isn't relevant since the fact that the rest of the island is in no way a refutation of the fact that it's all according to plan.0 -

The plan only worked if you assume he wanted to destroy everyone.
The purpose of an ultimatum isn't too eventually have to follow through. Yes, he made good on his promise, but I doubt that eventually doing so was the plan all along. That's a silly ass plan.
The plan was to use the threat of annihilation to make them love him forever. It's not just an answer of incredible arrogance. It's also an answer of conflicting timelines. Most sources prior to ESO stated that the city was there first, meaning he literally did stop it from destroying the city. Most sources in ESO state that the rock was there first, meaning as you say, he's too arrogant. However we've just had confirmation from Schick that the Palace and the Temple were already there, and the rest was built after. So it ends up being a bit of both.The real question is: why would he actually encourage his followers to build their capital city directly under it?

Okay.... but if he can halt it, he can defiantly slow its velocity and change its direction. Plus if he can stop a Volcano he can stop tsunamis, as they would be, well...... momentary compared to Volcanos.

But he has no desire to. He uses Bau Daar as both a symbol of his 'mercy' and divine power, but also as a threat of annihilation if they stop worshipping him.
Besides that, the Tribunal can do a lot of things, but it seems against the core philosophy of the Dunmer for the Tribunal to solve all their problems with divine might. The Dunmer exist to overcome adversity, their life is meant to be hard and challenging. I think the Tribunal only intervenes for divine/metaphysical/apocalyptic/daedric crises, things that the dunmer couldnt overcome on their own or things that directly threaten the tribunal. Not sure how that squares with Vivec drowning the akaviri invaders though.1 -

But Baar Dau has been mined into in order to make a prison. So when they were mining, and took a chunk of rock off the main meteor(ite), did that chunk start flying downward with its portion of the whole thing's momentum?
If so, how did the prison get built? Everyone mining would have been obliterated.

Beffagorn✭✭✭Vivec did NOT let the moonlet fall intentionally. It was a series of events that made it fall.
First of all, Baar Dau was suspended thanks to CHIM. Vivec gained CHIM after ascending to godhood as a member of the Tribunal via the Heart of Lorkhan.
It can ONLY be used through Love and for acts of Love. There are also MANY risks to using it like being deleted from existence and time, destroying all existence or breaking fundamental laws, that is why he didn't use CHIM for everything or why he didn't intervene in many events.
For example, He couldn't save Orsinium from being destroyed if he wanted to, because he didn't love the Orsimer people.
Baar Dau fell because after leaving Mundus/Disappearing he grew distant from the dunmer people and stopped caring about them.

Grandma✭✭✭✭✭as others i'm sure have explained, it's not that he's holding it there safely, he just stopped it in time. the second he loses concentration it will continue to fall and destroy everything with the same speed and destruction it was about to when he stopped it. He claims he does it to provide a visible testament to his power and goodness to his people, but hte reality is that he's only barely keeping it at bay as is, and wouldn't be able to destroy it. In TES III Morrowind, he has turned it into a prison actually, lol.
