This is also an issue for high-end PCs.
There are many reports coming up in technical support, and I wonder when this problem will be resolved.
This is a very annoying problem, which makes the user hate to play games.
Add-ons... remove them all... try one at a time...
There are still many addons that have not been updated post Morrowind release.
Just because an addon hasn't been updated does not mean that it's broken. Addons will only break if ZOS makes changes to the function calls that the addon uses. Surprisingly, this does not happen often. That's why many of the addons out there that have not been updated in 2+ years still work fine.
Stuttering?
No...
Log-in early morning when there are very few other players. Game is smooth as silk. No graphics hesitation; no sound hesitation... not problems at all...
When players start showing up, what happens? Call it stuttering if you want... basically, ZOS needs to open up the bandwidth. Of course, that costs money and they aren't going to pay it.
When I have to wait 20-30 seconds on a loading screen, that sucks. When I have to wait 20-30 MINTUTES on a loading screen, that is TOTALLY, ABSOLUTELY, AND COMPLETELY UNACCEPTABLE.
When ZOS kicks me for lack of interaction -- BUT IT IS BECAUSE I'VE BEEN STUCK ON A LOADING SCREEN FOREVER, that's actually just short of criminal.
ZOS gets no money from me until they get some integrity.
A lot of stuttering is caused by something else going on with your PC in the background such as windows update or AV scans and such, check your HD light to see if its active when you see the stutters.
Also this game uses a very old engine that doesn't scale well with multiple cores and its possible the core its using is also assigned to other things in the system. Setting processor affinity to a different core is a good, if temporary workaround.
Fixes geared toward the enthusiast:
If you have a high end mouse you likely thought it would be a good idea to set the polling rate high in the settings program. Many older (and some newer) game engines hate it when the mouse is constantly grabbing attention. Take it down from 1000Hz to something more reasonable such as 250Hz (you won't notice a thing with responsiveness, but the game will act SO much better). This fix works for many many games, not just ESO.
If you are rockin an Nvidia card make sure you aren't using any of their special vsync options as they really don't get along with the game. This game works best with no vsync at all and screen tearing is minimal. Also the GeForce experience program now has settings for ESO. You can move the slider between performance and quality and it will automatically adjust in game settings based on that slider. It works really well and I find that making sure it is set to "optimized" for all the settings it wants to change makes a HUGE difference in fps drops, particularly in towns. Also this seems strange but turning on DSR and allowing it to run in a higher res than your monitor supports then downsampling it allows for a better overall picture, better performance than native res and also allows you to turn down or off AA which likely is causing stutters as well.
When I started playing this game, it was a frustrating mess I felt I had wasted my money on, but with the tweaks above it now runs really well in just about all situations. Try em out and hopefully they will help you as well.
