Why hasn't guild tabards + dlc chest pieces been fixed yet?

This is a minotaur style chest and I've had the same problem with thieve's guild one I think. I've now heard that the problem occurs with many dlc style chest pieces. Why hasn't this been fixed yet?

It's happening with all dlc chest pieces I've tested including mazzatun style.0
