[Potential issue regarding skill points] Morrowind tutorial

Hey all,
This discussion was taking place in another thread but thought I would give the issue it's own thread to, hopefully, receive some clarification around the issue of new characters receiving potentially 1 extra skill point thanks to Morrowind tutorial quest "Broken Bonds" (or the skill point granted if the tutorial is skipped). @Enodoc had a nice breakdown which I will use below to illustrate:
It looks like new characters are getting 1 extra skill point that old characters cannot obtain? Any clarification?

This is what I experienced on PTS (and I assume what @Zilophos experienced on Live):
Character who plays the Morrowind Tutorial
1 Skill Point for Level 1 > 2.
1 Skill Point for Level 2 > 3.
1 Skill Point for Quest Completion "Broken Bonds".
1 Skill Point for Quest Completion "Soul Shriven in Coldharbour".
Total: 4
Character who skips the Morrowind Tutorial
2 Skill Points for immediate Level 3.
1 Skill Point for skipped tutorial.
1 Skill Point for Quest Completion "Soul Shriven in Coldharbour".
Total: 4
Existing, pre-Morrowind Character
1 Skill Point for Level 1 > 2.
1 Skill Point for Level 2 > 3.
1 Skill Point for Quest Completion "Soul Shriven in Coldharbour".
Total: 3
Existing, pre-Morrowind Character who skipped the tutorial
2 Skill Points for immediate Level 3.
1 Skill Point for skipped tutorial.
Total: 3

✭✭✭✭✭Just to add, it was stipulated on ESO Live that this was supposed to be addressed by the fact that new Morrowind characters would not receive a Skill Point for completing Soul Shriven in Coldharbour, and yet they do appear to still be getting that skill point.UESP: The Unofficial Elder Scrolls Pages - A collaborative source for all knowledge on the Elder Scrolls series since 1995
