You know, there's a REALLY easy way for ZOS to fix this issue. When you take the boat from your capital city (or port to a wayshrine) to Vvardenfell, you begin the starter quest track. After all, the starter quest involves your ship being attacked by slavers.

Of course you'd have the ability to skip it if you'd like..
