I deleted and re-rolled to get that skill point. If i had a very high alliance war rank or something i might have decided to just quit. People like you and mmo devs need to realize that people with OCD make up a significant demographic of the mmo playerbase, always have. This skill point is a serious issue, and given that it should never have been an issue, has been stated to not be the intended way the tutorials work, but not even been acknowledged as existing by an official source is very disheartening. The practical reality of 1 skillpoints immediate impact being fairly low means that they could simply say "we are aware of this issue and plan on fixing it at some point". This would be enough to 'fix' the issue to most people it is currently bothering as whether that point is obtained now or several months from now doesn't really matter, but not knowing if that potential is permanently lost leaves people in limbo where they dont feel like doing anything else in the game and may end up quitting due to inactivity.
So how does a Morrowind character go and do the old tutorial? I just created a new character, finished Morrowind tutorial, but never really got the option for the old one. When does it happen?

Pre-Morrowind characters got their compensation for unability to complete new tutorial with a skillpoint reward? My best friend just stopped playing, when I told him, that he can't get this single skillpoint with his main char.
If old characters have less skill points, are there any plans to fix it? If my friend will write to support, will they give him that point? I don't want to play alone

Currently I don't think there's any way for existing characters to get it and I have not seen anything official addressing it.
However, there are so many skill points available in the game already it's really a non issue. 1 point isn't going to make the difference between getting all your skills/passives or not.

I don't remember the name, but I can tell you how to start it.
Take an existing character to Seda Neen. Pop into the governor's office. You'll notice the governor is a dude, not the lady who berates you in the tutorial.
You will find that lady - currently a lieutenant governor - hanging out in Seda neen proper. She has a mission for you about the watchtower fire mysteriously going out.
