What it should be is each unique item counts 1x. Like, if you have a Ring of the X and a Band of the X, it's two items in a set, but if you have two Bands it's only one. Only the first Stygian dagger counts if you dual wield.
1H and Shield comes out a little bit ahead, but only factors into a few sets overall.
I don't like it, but I think it would be even more confusing to new players if certain items counted as two in a set.
I'd rather see all the 2H weapons, not just 2H melee weapon damage, have benefits that outweigh the loss of a set bonus. Or add jewelry crafting, so at least the crafted sets can have 2 full 5 piece sets.
