How come 2h weapons don't count as 2 pieces of a set?

It takes up 2 slots so...? Every time I switch from dual-wield to bow I loose precious weapon power from my 5 set Hunding's rage set. Wouldn't that make stamina builds more viable aswell?? Cheers.
