Something strange happening to my lizard

So like a lot of you I decided to level a warden recently. I decided to make an argonian and so far he is level 12, I went to put a skill point in the second passive only to discover that it wasn't unlocked yet. Have they changed how racial passives are leveled? Do they not level the same as your character level anymore?

CTSCold✭✭✭They made the earlier levels require less experience which threw off the race skills levels. They used to work by requiring the same amount of experience, but they only changed the levels not the race skills sounds like an oversight that should hopefully get fixed.
@ZOS_GinaBruno is this the case?

Just a quicker start to it. They should catch up eventually and maybe even surpass character level at some point before 50.0 -

✭This isn't quite what I expected to see here..
But, back on topic.. I started an Imperial, and so far.. no racial passives have unlocked. Personally, I hate this new skill line unlock system. It doesn't allow you to see what skill options you have ahead of time and be able to plan your skill point distribution. Edited by TerraDewBerry on June 8, 2017 5:32PM0
