Salothans Council ... what gives with the loot (or lack of it) ?

Is this Morrowind world boss bugged?.. three times and no loot drops at all, infact I've only done it three times so i will just say "no loot has ever dropped" now this just doesn't apply to me as three others i have done the boss with are in the same boat and also received nothing. Anyone else notice this? (xbox by the way)

I can assure you it isn't you, the very first time i did it there was only two of us and neither of us got a drop
