Are proc causes taken into consideration during cooldown ?

Let me better explain what I wanted to know...

I'll start with the Iceheart mask:
"When you deal Critical Damage, you have a 20% chance to gain a damage shield that absorbs 100-8600 damage for 6 seconds. While the damage shield holds, you deal 8-770 Cold Damage to all enemies within 5 meters of you every 1 second. This effect can occur once every 6 seconds."

So let's say that during these 6 seconds of shield I have 3 crits. Are these taken into consideration as events for which the dice is rolled ? So let's say these 3 crits don't trigger anything, shield expires, say some 2-3 more crits then shield is back. Or, these are not taken into consideration, meaning that the whole new series of crits for the mask is taken into consideration only after the shield expires ?
"Is it true her wounds healed on their own ? Yes" No s***, at 75% health regen penalty!

    "This effect can occur once every 6 seconds." The first crit after these 6 seconds count for the 20% proc chance.

    So even if you have several crits within the shield period, the effect won't trigger automaticly afterwards. You have to proc the cause after the cooldown.
